Program Manager

 

Purpose:

  • Continental Tide has an immediate need for a Program Manager who will be a key support to Senior Leadership and Operations. The location of this position is in Philadelphia, PA. 

 

Job Description:

  • Continental Tide is actively seeking an experienced Program Manager provide technical and programmatic support to Continental Tide’s extensive Hull, Mechanical and Electrical (HM&E) contract base. The successful candidate will be responsible for management of Continental Tide HM&E Contracts and Task Orders out of the Naval Surface Warfare Center Philadelphia Division (NSWCPD). This pivotal role will require a seasoned professional who can spearhead various aspects of our projects, from driving business development to managing client relationships and overseeing the seamless execution of ship Hull, Mechanical & Electrical (HM&E) or electronic system initiatives. As the successful candidate, you will play a key role in shaping the direction of our programs, ensuring their success, and upholding Continental Tide's commitment to delivering excellence in the maritime industry. Experience and Skills

Qualifications:

  • Must possess a bachelor’s degree in engineering or business administration.
  • Seven (7) to Ten (10) years of a proven track record of success in business development and client management within the defense industry, particularly in ship Hull, Mechanical & Electrical (HM&E) or electronic system projects aboard US Navy ships.
  • Familiarity with the NSWCPD organization is a plus and  9090-310, NAVSEA Standard Items and NAVSSES 4790.2 Series Installation documentation.
  • Monitor compliance with company Quality and Safety Management Systems, Workmanship standards and Customer requirements.  .
  • The ability to develop detailed proposal responses (IDIQ / Seaport-e) is a must.
  • Ability to read and interpret NAVSEA Standard Items and ship specifications.
  • Experience leading and managing complex programs and projects, including experience with contract management and compliance.
  • Drive business development and manage client relationships.
  • Oversee and direct program and project initiatives.
  • Ensure compliance with all contract requirements and allocate appropriate resources.
  • A strong understanding of the defense acquisition process and familiarity with relevant regulations and standards
  • Develop proposal responses, project estimates, and prepare status reports.
  • Lead and direct the work of employees assigned to projects.
  • Collaborate with Continental Tide Senior Management and Department heads on strategic initiatives and identification of growth opportunities.
  • Perform duties outside of specialty to complete work assignments.
  • Undertake other tasking/initiatives in a wide range of disciplines as directed.
  • Developing and implementing strategies to expand the business line and increase market share.
  • Cultivating and maintaining strong relationships with key clients and stakeholders
  • Leading cross-functional teams to ensure the successful delivery of projects on time and within budget.
  • Knowledge of shipbuilding and marine engineering principles and practices.

Desired Qualifications:

  • Project management certification (e.g., PMP) and/or a degree in engineering, business administration, or a related field.

Security Requirements:

  • Must be eligible to obtain and maintain a DoD security clearance to access military facilities, naval shipyards, private shipyards, and Naval installations.
  • Due to export control regulations, this role is open to U.S. citizens only.

Travel Requirements:

  • Occasional Travel- up t0 10% within and outside of the continental United States.
  • If a position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID.
